Special Needs Family Information Roundtable: Understanding the Special Education Evaluation Process

Speakers discuss topics relevant to caregivers of children and teens with special needs. This month’s topic is 
Understanding the Special Education Evaluation Process.

Julia Timberlake is the Parent Mentor for Kettering City Schools and the mother of a student with Down syndrome. Her lived experience in the special education process helped her to support families of students with disabilities on their journey as well. Her goal is to equip families through helping them understand the special education process, special education laws/regulations, education options, and parent rights. This can happen through a number of ways including meeting for coffee, phone calls, and/or attending meetings with families. Her unique role also allows her to support school staff through collaboration, serving as a sound board, and helping educators understand parent perspectives.

Dr. Kylea Frei BCBA, COBA, QMHS brings over 16 years of experience in Applied Behavioral Analysis. Diagnosed with dyslexia at a young age, she has not only navigated the challenges associated with learning differences firsthand but also has experienced the IEP process both as a child and as a professional. Recently, she has taken on a pivotal role as a BCBA Growth Ambassador at Gem City Behavioral Solutions, driving progressive ABA practices, working towards a CARF accreditation and fostering professional growth. Previously, as Clinical Director in Dayton, Ohio, she led teams in delivering personalized ABA programs, mental health collaboration, specialized education, and ensuring the highest standards of care. In addition to her roles in ABA and education, she is a mental health service provider deeply passionate about trauma-informed therapy. Her approach integrates trauma and assent informed principles into all aspects of care, aiming to create safe and healing environments for clients.

Dawn Millhouse is the parent mentor for Centerville and Oakwood Schools. She provides support to parents who have children on IEPs or 504 plans. She also attends meetings, helps parents understand the process and helps them connect to community resources. As a parent of two children who have special needs, she connects with parents with lived experience helping them better advocate for their children.
