Ohio Film Rebate Increased to $40 Million

9778231-largeOhio Governor John Kasich has signed into law the revised Ohio Motion Picture Tax Credit, passed by the Ohio General Assembly, which raises the annual movie production incentive, doubling the cap to $40 million and changes the incentive rate to 30% on all production dollars spent in Ohio.

This new incentive elevates Ohio to the competitive level of states like Georgia and Louisiana, which currently lead the country in film production. Since passing the film incentive in 2009, over $100 million has been rebated to production companies, shooting movies in Ohio. Of that money 90% has gone to Cleveland and Cincinnati projects.

In April of this year, FilmDayton reorganized itself into a Film Commission, to get a seat at the table to bring some of those jobs to the Miami Valley. “We have the locations, amenities and crew base to bring film work to town. We are currently working to rally the support of the city and surrounding counties to help the Greater Dayton area benefit from the economic development the Motion Picture Tax Rebate can deliver” says FilmDayton Executive Director Lisa Grigsby.

According to an economic impact study conducted by the Economics Center at the University of Cincinnati, Cincinnati has generated more than $54 million for the Greater Cincinnati economy as well as created more than 8,800 jobs through motion picture and television productions over the last two years.

Yellow Springs filmmaker Joel Levinson, currently raising funds for a feature he hopes to shoot in the area, reacts to the increase in the tax rebate. “It’s going to create a sustainable model for long-term film growth in the area.”

 

Since July 2011, the Ohio Motion Picture Tax Credit has accounted for the creation of the equivalent of 1,729 full-time jobs, and over $400 million of total economic impact in the Cleveland area.

“The city of Columbus just earmarked $90,000 to jumpstart FilmColumbus, and so far Dayton has been working with private donations to run our commission,” shares Grigsby. According to FilmDayton President Shaunn Baker, “Dayton is just prime for a small $5-$10 million production. Booking hotel nights, catering, and locations would bring direct dollars to our community. Not to mention putting to work our local crew.”

“I really feel like this is our time where Dayton can really bring in those filmmakers from LA and New York to kathleenHartshornproduce something amazing,” Kathleen Hartshorn said.  Hartshorn is a local production manager, she says Dayton offers low prices and hardworking crews.  “Being able to come here, you’re going to be able to take a multi-million-dollar film and produce it at half that cost,” Hartshorn said.

Last year’s $20 million dollars in rebates were all accounted for by mid-winter, thus the doubling of the budget for fiscal year 2016-17. This year’s $40 Million in rebates will start being awarded July 1st and applications are already cued and awaiting certification. Film Budgets must be a minimum of $300,000 to apply for the program.

FILMDAYTON TAKES ON THE ROLE OF FILM COMMISSION

fd commissionAs many of you know, this past July I took on the role of Executive Director for FilmDayton.  What you may not know is that also meant taking classes to learn how to run a film commission.  I got my certification and today FilmDayton announced we are officially becoming The Greater Dayton Region Film Commission.  We’ve been doing that work unofficially for years, and now we are a certified Film Commission, through the Association of Film Commissioners International.   We celebrate tonight with a special screening of Miles Ahead, the Don Cheadle film about legendary musician Miles Davis.  As this invite only screening at The Neon, we’ll have an audience of crew that worked on the motion picture, with FilmDayton supporters.   We’ve chosen the debut of this film, which had scenes shot at the Dayton Jail and ReFraze Studio in Kettering, to announce our new focus.  We are confident

 

FilmDayton will continue to showcase our region’s talent and resources to local and out-of-state companies seeking assistance with film and television production.  We’ll continue offering location assistance and coordination with crew and services. The Ohio Motion Picture Tax Credit has generated more than $400 million in economic impact to the state since its inception.  For every $1 invested, there has been a return of $2.01*. But most of that business has gone to Cleveland and Cincinnati. Without a film commission, Dayton hasn’t even been at the table to try to recruit productions to the region.

 

Now FilmDayton will promote and market the nine county region, in order to recruit and facilitate the production of film, television, commercials, corporate videos, music videos, and documentaries, as well as emerging forms of media. Film Commissioner Lisa Grigsby explains, “ in simple terms, the film commission acts as a concierge service for productions interested in using the Greater Dayton region as a backdrop.” It’s been a long time coming, but as FilmDayton Board President Shaunn Baker shares, “the commission has been a goal since the organization started in 2008, and I’m glad we’ve finally made it happen.”

The state tax credit that is doing so much to bring films to Ohio has used up this year’s rebate money, but look for a flurry of activity this summer, as the states new fiscal year replenishes the $20 million dollar fund for filmmakers.

Enter FilmDayton’s Oscar Prediction Contest

Everyone has a different strategy, some folks look towards the Directors Guild and the Golden Globes as early indicators. Some folks analyze an artists body of work and take that into account and decide who is due for a win. Not matter what your strategy is, FilmDayton wants you to join our Oscar Prediction fundraiser. We’ve partnered with Mitosis, a full-service digital creative agency, to make it easy for you to enter our Oscar contest online.

You’ll also be able to pick up a ballot at Fifth Street Brewpub on Monday night, when FilmDayton members will be the guest bartenders!

The competition works like this. Contestants make their predictions, mark their ballots for their Oscar favorites and donate $20 to support FilmDayton. The entrant who predicts the most winners will win a movie ticket prize pack )with tickets to The Neon Movies, and a pair for the Rave Dayton South 16 as well as a $50 gift card to Thai9) and the all important bragging rights. The contest will close at the start of the Academy Awards® telecast on February 28th.

3 Ohio Made Films Selected For Sundance Competition

sundance_logoOffering a first look at the year ahead in independent film, culture and new ideas, Sundance Institute announced today the 65 films selected for the U.S. Competition, World Competition and out-of-competition NEXT category set to premiere at the 2016 Sundance Film Festival, January 21-31 in Park City, Salt Lake City, Ogden and Sundance, Utah.

The Festival is the centerpiece of the year-round public programs for the Institute, which also hosts 24 residency Labs for independent artists in theatre, film, new media and episodic content and grants more than $2.5 million to independent artists each year.

For the 2016 Festival, 120 feature-length films were selected, representing 37 countries and 48 first-time filmmakers, including 28 in competition. These films were selected from 12,793 submissions, including 4,081 feature-length films and 8,712 short films. Of the feature film submissions, 1,972 were from the U.S. and 2,109 were international. 98 feature films at the Festival will be world premieres.

Ohio has one film in the U.S. DRAMATIC COMPETITION:

Goat / U.S.A. (Director: Andrew Neel, Screenwriters: David Gordon Green, Andrew Neel, Michael Roberts) — Reeling from a terrifying assault, a 19-year-old boy pledges his brother’s fraternity in an attempt to prove his manhood. What happens there, in the name of “brotherhood,” tests both the boys and their relationship in brutal ways. Cast: Nick Jonas, Ben Schnetzer, Virginia Gardner, Danny Flaherty, Austin Lyon. World Premiere

Ohio Connection: Karri O’Reilly (Co-Producer), Anne Taylor (Key Makeup), Jaclyn Larovie (Wardrobe Supervisor), David Gewertz (Extras Wrangler) from Dayton, plus Laura Dennings (Prop Master), Amy Faust (1st AC), Scott Lipez (BBE), Mike Dittacur (BBG) and a bunch of others from WSU.

Karri O’Reily shares that with these selections to Sundance, ” it’s even MORE recognition for our crews and state” and we can expect for films to continue coming to Ohio.

The Fits / U.S.A., Italy (Director: Anna Rose Holmer, Screenwriters: Anna Rose Holmer, Saela Davis, Lisa Kjerulff) — In this psychological portrait, Toni, an 11-year-old tomboy, is assimilating into a tight-knit dance team in Cincinnati’s West End when a mysterious outbreak of fainting spells plagues the team, and her desire for acceptance is twisted. Cast: Royalty Hightower, Alexis Neblett, Da’Sean Minor, Lauren Gibson, Makyla Burnam, Inayah Rodgers. North American Premiere

Ohio Connection: Shot in Cincinnati

The Land / U.S.A. (Director and screenwriter: Steven Caple Jr.) — Four teenage boys devote their summer to escaping the streets of Cleveland, Ohio, by pursuing a dream life of professional skateboarding. FilmDayton depends on contributions to finance resources and programs to grow our local film industry and attract outside productions to our area.  Money spent on a babysitter, tux or fancy dress for the traditional party would be better utilized in supporting our local film commission. Introducing FilmDayton’s New Executive Director

The FilmDayton Board of Trustees introduce their new Executive Director,   Shelly Hulce

Ms. Hulce is studying in the Human Services Administration program at Antioch University Midwest with a background in communications, IT, allied health and municipal government administration. An active member of the Dayton music community, she is a directing board member of Southwestern Ohio Public Radio, hosts a weekly radio show on WSWO and is a contributing writer for DaytonMostMetro.com. As a radio producer, Hulce began her training at WYSO. Before her involvement in local radio, she was an independent video producer and was involved in Cincinnati 48HourFilm contest and the Ohio Film + Music Fest. Known to locals as “Gladgirl,” she created community building arts events such as Poster-Tastic, StorySlamm Dayton, promoted and represented many local rock artists and has written, produced and directed two successful local rock operas. With a heart for non-profits, she served as a directing member of the former Dayton Dirt Collective arts and music venue and was a long time employee of Hospice of Dayton. Hulce was most recently employed by the City of Dayton as Legislative Aide to Mayor Gary D. Leitzell.

“FilmDayton is growing as an organization and we couldn’t be more excited to bring Shelly on board as Executive Director. Shelly is firmly connected to Dayton’s rich artistic community and has been a vital member of the creative class. We look forward to working with Shelly on many exciting future projects and programming.” said Dr. Nicole Richter, president of the FilmDayton Board of Trustees.

Hulce says,“There could not be a more exciting time to join this team! Since the beginning of FilmDayton, major events have happened within the regional film community and we continue to be represented by stellar professionals who call the Dayton area their home. Just in the last decade we have celebrated the many accomplishments of passionate artists ranging from students to professional feature film artists. Notable festival wins, professional industry awards, significant distribution deals and major motion picture and television productions have landed in this region. Under the leadership of the new Director, FilmDayton will continue its established programming and support services of the local film community, while heightening the focus on economic development. As reported previously, FilmDayton was born out of the DaytonCREATE initiative nearly eight years ago, with intent of forming a regional film commission office.

Hulce will continue aggressive efforts to lead the organization to meet that goal.

A Dayton native, she continues to reside in the city with her husband and daughter.

On Saturday, August 30 at noon, Roosevelt Class of ’67 will hold a fundraiser with a screening of BUCK AND THE PREACHER. “The film stars several icons who were at the beginning of their careers. Sidney Poitier stars as Buck. This was also the first film that he directed. Harry Belafonte stars as the preacher. His production company, Belafonte Enterprise produced the film with others. Ruby Dee was the wife of Buck. This film was set in Kansas Territory immediately following the Civil War in the late 1860’s. The cost is $20. Colin Firth & Emma Stone in Woody Allen’s MAGIC IN THE MOONLIGHT at THE NEON!

Woody Allen’s last three films – MIDNIGHT IN PARIS, TO ROME WITH LOVE and BLUE JASMINE – have all been big hits at THE NEON. On Friday, we will open Allen’s latest film – a 1920’s romantic comedy starring Colin Frith and Emma Stone – MAGIC IN THE MOONLIGHT.  BOYHOOD – the best-reviewed film of the year – will stick around for another week.

Synopsis for MAGIC IN THE MOONLIGHT: “Chinese conjuror Wei Ling Soo is the most celebrated magician of his age, but few know that he is the stage persona of Stanley Crawford (Colin Firth), a grouchy and arrogant Englishman with a sky-high opinion of himself and an aversion to phony spiritualists’ claims. Persuaded by his friend, Howard Burkan (Simon McBurney), Stanley goes on a mission to the Cote d’Azur mansion of the Catledge family: mother Grace (Jacki Weaver), son Brice (Hamish Linklater), and daughter Caroline (Erica Leerhsen). He presents himself as a businessman named Stanley Taplinger in order to debunk the alluring young clairvoyant Sophie Baker (Emma Stone) who is staying there with her mother (Marcia Gay Harden)…What follows is a series of events that are magical in every sense of the word and send the characters reeling. Sidney Pointier stars as Buck. This was also the first film that he directed. Harry Belafonte stars as the preacher. His production company, Belafonte Enterprise produced the film with others. Ruby Dee was the wife of Buck. This film was set in Kansas Territory immediately following the Civil War in the late 1860’s. The cost is $20. I met with the festival committee on Sunday for our epic, hash-it-out, planning meeting…and we came up with a really strong line-up of films. That said, I’m still awaiting confirmation from a couple titles before I can make big announcements. However, I can announce this – our Opening Night film – THE WAY HE LOOKS, sponsored by Square One Salon & Spa – is a huge crowd pleaser that has been winning awards all around the world. We had a very solid weekend with BOYHOOD. Many thanks to all of you who came out to support it. (We even had quite a few folks from Cincinnati – the film isn’t playing that market yet!) We will hold BOYHOOD, but we need to let go of IDA. If you still need to see this marvelous film, Thursday will be your last chance. The film, which first premiered in Seattle at the Specialty Coffee Association of America (SCAA), explores the world’s involvement and fascination with specialty coffee from crop to cup. It captures in-depth views on the current state of specialty coffee with footage from throughout the US, Africa, South America and Japan. Boston Stoker is a specialty coffee roaster and wholesaler that has operated out of Dayton, Ohio since 1973. I can’t believe that the Toronto International Film Festival is less than a month away. Before I depart, The Dayton LGBT Film Festival committee will sit down and finalize this year’s line-up (save the dates for October 10-12…titles will revealed in mid-August). FD Oscars2As movie makers celebrate their biggest night, FilmDayton will join the Academy Awards action by hosting “An Evening with    Oscar” March 2 at the Hilton Garden Inn, 3520 Pentagon Park Blvd., in Beavercreek.

As the nonprofit organization dedicated to strengthening the Dayton region’s film community, FilmDayton will welcome guests to watch the broadcast on multiple screens, mingle with friends, film lovers and area filmmakers while also enjoying savory treats created by local chefs. The Academy Awards are scheduled to begin at 8 p.m., and the party’s doors open at 7 p.m.

Award-Winning Doc Part of Human Rights Discussion

TUHUDThe University of Dayton invites the Dayton community to a special screening of a recently released documentary by local filmmaker Aileen LeBlanc, Take Us Home, this Thursday, 7:30 pm, Sears Recital Hall (Humanities Building).

Take Us Home presents a personal, human look into the journey of Ethiopian Jews to Israel and sparks deep questions about justice, race, immigration, and identity. Following the screening Aileen LeBlanc will join Theo Majka and Mark Ensalaco for a panel discussion about the film. Refreshments will be served.

Writers-Room-for-WebFilmDayton is presenting a two day workshop that is part ‘master class’ and part intensive professional development workshop.  You’ll benefit from instructor Marisha Mukerjee’s curriculum that will guide you toward a finished script; you’ll share your ideas, get professional feedback and strengthen your writing.

About the instructor:Marisha Mukerjee holds a Master of Arts in Art History from the University of St. Andrews in Scotland and a Masters in Writingfrom Northwestern University focused on Screen and Stage.  She also has a diploma in filmmaking from Le Femis, Paris, France.  She co-produced the feature film The Grind as well as countless festival clad shorts and was post-production coordinator for Elisabeth Murdoch’s production company, Shine International.  Marisha was the Head of the Film Faculty and Associate Director of the International Summer School of Scotland, and taught Screenwriting at Northwestern. Previously she has worked as a Feature Location Manager for Vertigo Films and Finelight films UK, and worked as a Development Executive for Ashridge Films UK in India. Marisha is co-founder of Relief Productions Theater Group and Madrina Films.  She currently works for the Executive Producer of Justified/FX and was previously Development Coordinator at Cineflix Studios. Currently Marisha is also a writer/playwright. She is currently producing on a web series called Some Assembly Required starring Mallory Moye (Hart of Dixie), recently had her current play on Thomas Paine read at the Goodman Theatre in Chicago, and is head of FEMPIRE an all female development group in LA. She is currently working on several television projects (by night of course!).

We’ve got so much happening over the next week…I’m absolutely certain that there is something for everyone at THE NEON! I’M SO EXCITED – Almodovar’s Latest & BIG LENS News at THE NEON!

Tomorrow (Fri, Aug 16), we will open the new film from my favorite director Pedro Almodovar – I’M SO EXCITED. This film is a return to the tone of his earlier work. It’s a sex farce that’s more in the vein of WOMEN ON THE VERGE OF A NERVOUS BREAKDOWN than ALL ABOUT MY MOTHER, but it’s certainly not without social commentary. Even though Almodovar’s work runs the gamut in regards to stories and themes, you can always tell his work by the incredible design and color palette.

Synopsis for I’M SO EXCITED: “A very varied group of people are in a precarious situation aboard a plane flying to Mexico City. A technical failure (a kind of justifiable negligence, even though it sounds contradictory, but that’s what human actions are) has endangered the lives of the passengers on Peninsula Flight 2549. The pilots, hardened, experienced professionals are striving, along with their colleagues in the Control Center, to find a solution. The flight attendants and the chief steward are atypical, baroque characters who, in the face of danger, try to forget their own personal problems and devote themselves body and soul to the task of making the flight as enjoyable as possible for the passengers, while they wait for a solution. Life in the clouds is as complicated as it is at ground level, and for the same reasons, which could be summarized in two: sex and death.” (taken from Sony Classics) Click this LINK to visit the official site.

The FilmDayton Festival is ready to kick off next weekend with the opening night film of IN A WORLD! Film screenings will take place at THE NEON, but the festival is about a whole lot more…and it’s scheduled for August 23-25. Check out their line-up on the official site.

And speaking of FilmDayton, WSU’s Annual Big Lens Film Festival will kick off the festival this year. “The 21st Annual Big Lens Film Festival will premiere on Thursday, August 22nd at the THE NEON…Every year, Big Lens screens a selection of the very best short films to come from the Wright State University Motion Picture program, and this year is no different! Ranging from documentary to narrative, these six films cover a wide variety of subjects and emotions. There will be two screenings shown concurrently, one at 7:30pm and one at 8:00. Following the screenings, there will be a Q&A with the filmmakers, emceed by Oscar-nominated filmmaker Julia Reichert. Tickets to either screening are $7 each, and are now available at THE NEON. The India Foundation is also gearing up for another special screening. “When Salma, a young Muslim girl in a south Indian village, was 13 years old, her family locked her up for 25 years, forbidding her to study and forcing her into marriage. During that time, words were Salma’s salvation. She began covertly composing poems on scraps of paper and, through an intricate system, was able to sneak them out of the house, eventually getting them into the hands of a publisher. Against the odds, Salma became the most famous Tamil poet: the first step to discovering her own freedom and challenging the traditions and code of conduct in her village.” The India Foundation Celebrates One Hundred Years of Indian Cinema with this month’s selection – SALMA – the critically acclaimed documentary by Kim Longinotto – Saturday, August 31, 2013 at 12 noon. This is the first public screening in Ohio and outside the festival circuit!
